February 11, 2010VA PER DIEM
January 28, 2010VA’s Homeless Providers Grant and Per Diem Program is offered annually (as funding permits) by the Department of Veterans Affairs Health Care for Homeless Veterans (HCHV) Programs to fund community agencies providing services to homeless Veterans. The purpose is to promote the development and provision of supportive housing and/or supportive services with the goal of helping homeless Veterans achieve residential stability, increase their skill levels and/or income, and obtain greater self-determination.
Only programs with supportive housing (up to 24 months) or service centers (offering services such as case management, education, crisis intervention, counseling, services targeted towards specialized populations including homeless women Veterans, etc.) are eligible for these funds. The program has two levels of funding: the Grant Component and the Per Diem Component.
Grants: Limit is 65% of the costs of construction, renovation, or acquisition of a building for use as service centers or transitional housing for homeless Veterans. Renovation of VA properties is allowed, acquiring VA properties is not. Recipients must obtain the matching 35% share from other sources. Grants may not be used for operational costs, including salaries.
Per Diem: Priority in awarding the Per Diem funds goes to the recipients of Grants. Non-Grant programs may apply for Per Diem under a separate announcement, when published in the Federal Register, announcing the funding for “Per Diem Only.”
Operational costs, including salaries, may be funded by the Per Diem Component. For supportive housing, the maximum amount payable under the per diem is $34.40 per day per Veteran housed. Veterans in supportive housing may be asked to pay rent if it does not exceed 30% of the Veteran’s monthly-adjusted income. In addition, “reasonable” fees may be charged for services not paid with Per Diem funds. The maximum hourly per diem rate for a service center not connected with supportive housing is 1/8 of the daily cost of care, not to exceed the current VA State Home rate for domiciliary care. Payment for a Veteran in a service center will not exceed 8 hours in any day.
Applications are not accepted for Capital Grants or “Per Diem Only” funding until the Notice of Funding Availability (NOFA) is published in the Federal Register. Funds will be awarded to programs determined to be the most qualified. The contact person for the Homeless Providers Grant and Per Diem Program is Roger Casey. Mr. Casey’s address is VA Homeless Providers Grant and Per Diem Program, Office of Mental Health Services (116E), VAHQ, 810 Vermont Avenue, NW, Washington, DC 20420; telephone (toll-free): 1-877-332-0334; E-mail: VA Grant and Per Diem Program. Homes for Veterans
January 3, 2010In 1789, General and President George Washington spoke these words:
“The willingness with which our young people are likely to serve in any war, no matter how justified, shall be directly proportional as to how they perceive the Veterans of earlier wars were treated and appreciated by their country.”
Those words once written by our nations first president still remain true today.I stand amazed at how poorly veterans of the most powerful nation in the world are treated.Hundreds of thousands in prison and homless all but forgotten about. Its A crying shame.
3 veterans in the Change For Veterans construction school have formed Atlantic Recovory Services. And they plan to build homes for veterans,
They also plan to remodel and do repairs for veterans that have need.

Save the Paducah Executive Inn
December 11, 2009
Does the city of paducah really plan to buy the executive inn for millions of dollars and then tear it down? You have got to be kidding me…
There are like a million homless veterans in this country that are in need of help and the city wants to tear down a perfectly good building?
I have a better idea, lets save the cost and waste of tearing it down and open a veterans training center. This would create alot of badly needed jobs in paducah, and help many veterans.
If you like the idea please mail the mayor a dollar and tell him to save the executve in and help our veterans…
and respond to this post with ideas of how we can stop the city….
United We Serve:Feed A Neighbor.

United We Serve: Feed A Neighbor Initiative Mobilizes, Washington, DC—The Corporation for National and Community Service, U.S. Department of Agriculture and the White House joined together to launch the United We Serve: Feed A Neighbor initiative today to help combat hunger this winter. The new initiative raises awareness of hunger issues and equips Americans with the resources to mobilize against the hunger crisis. On a conference call today, Nicola Goren, Acting CEO of the Corporation for National and Community Service, U.S. Secretary of Agriculture Tom Vilsack and Special Assistant to the President Joshua DuBois made clear the need for immediate action to address hunger and discussed how United We Serve: Feed A Neighbor would engage American in combating the problem. “Hunger has reached crisis levels for far too many in this country,” said Nicola Goren. “The need can seem overwhelming, but it’s not insurmountable. This initiative provides individuals with the tools to identify needs in their community and ways they can ensure that their neighbors have enough to eat.” Feed A Neighbor is part of President Obama’s national call to service, the United We Serve initiative, and the Administration’s answer to hunger. The two major components of the initiative include an anti-hunger volunteer toolkit (PDF) developed by USDA that provides information about how individuals can directly and immediately affect hunger and access to service opportunities in their local community on Serve.gov. Serve.gov is the web home of United We Serve and uses the search tool All For Good to enable individuals to find volunteer opportunities in their communities. The new initiative is part of the Corporation and USDA’s year-round commitment to support anti-hunger programs in communities across the country, and is scheduled to run from Thanksgiving Day through Martin Luther King, Jr. Day of Service, January 18. It comes at a time when the USDA reports that the current level of hunger in America is at the highest it has been since 1995. The 2008 Household Food Security Report found that the number of households experiencing food insecurity rose from 11.1 % (13 million households) in 2007 to 14.6% (17 million households) in 2008, and that an estimated 1.1 million children lived in households that experienced hunger multiple times throughout the year. Additionally, national anti-hunger organizations recently reported that the need for emergency food assistance is up 30% compared to last year and over half of the nation’s food banks have had to turn people away. 1 in 5 Americans currently participate in USDA’s nutrition assistance programs. “The unsettling USDA report showing more than 49 million Americans were at risk to go hungry in 2008 highlights the challenge of domestic hunger; a problem that the American sense of fairness should not tolerate and American ingenuity can overcome,” said Agriculture Secretary Tom Vilsack. “While the Department of Agriculture’s nutrition assistance programs provide a safety net that improves food access to those with critical needs, to end hunger in our country we must work together. The United We Serve: Feed A Neighbor volunteer initiative and toolkit provide great ideas for how Americans can make an impact and combat hunger in their own communities.” President Obama reiterated his commitment to eliminating childhood hunger by 2015 and reversing the trend in rising hunger last week in response to the staggering statistics released in the USDA report. The Administration has taken decisive steps to alleviate hunger by providing a significant increase in nutrition assistance benefits for the 36.5 million people (half of whom are children) through the USDA’s Supplemental Nutrition Assistance Program (SNAP), and investing $85 million in new strategies to prevent children from experiencing hunger in the summer months. “In the coming days and weeks, the White House will continue to shine a spotlight on this critical issue, and the Feed A Neighbor initiative is the next crucial step in this administration’s comprehensive strategy to address hunger,” Joshua DuBois said. “Hunger cuts across all ages and all communities in our country. As President Obama has said, it is a problem that will take the work of all Americans, and together we can solve it.” The White House Office of Faith-Based and Neighborhood Partnerships will hold a series of outreach meetings with faith and neighborhood organizations to engage them in United We Serve: Feed A Neighbor and help promote the new initiative among their network of supporters. Many of these groups are on the front lines of the hunger crisis and provide assistance to thousands daily. The Corporation supports and funds numerous anti-hunger projects throughout the year, and leverages volunteers to assist with vital community services like meal preparation and delivery and nutrition education. To learn more about these and other programs visit NationalService.gov, and click here to listen to today’s conference call. The Corporation for National and Community Service is a federal agency that engages 5.5 million Americans in service through its Senior Corps, AmeriCorps, and Learn and Serve America programs, and leads President Obama’s national call to service initiative, United We Serve. |

OK- im in the process of getting some plastic geo coins to promote what we are doing,i plan to include one with each care package we send and see where they end up.
In truth we intend to buy a machine that makes them and give them away,a small shipping and handling fee may be needed as the mail system isnt free.
And im unsure how much it cost to register a coin?
If tootsie roll redesigns their banks to be water proof,we may include a free geo coin with each bank, plus the chance to win a new ford ranger,we might just triple tootsie rolls stock..
